This is backwards. The conscientious authours should not be penalised. There
is already an incantation which authors who can't/won't fix their modules
can use - POLLUTE=1. And even better, it can be added by the user on the
command line.

Just possibly, CPAN.pm could include a "blacklist" of known polluted
mosules, for which POLLUTE=1 is added to the make incantation.
