[PATCH 5.6.0-rc2] xsubpp updates

[PATCH 5.6.0-rc2] xsubpp updates

These are promised updates for xsubpp:

  a) a possibility to disable ANSI-like declarations;
  b) a possibility to disable INOUT declarations;
  c) Allow one-line ANSI-like declarations:

     int foo(double t);

Since my previous edit of perlxs.pod disappeared, I cannot document "c".
