[ID 20000322.010] Minor Doc patch for win32/Makefile to reflectnew naming of dll

This is a bug report for perl from tbolioli@quahog.geo.brown.edu,
generated with the help of perlbug 1.28 running under perl v5.6.0.

Minor Document/Comment patch to reflect the new *.dll versioning schema on Win32
