FAIL: 5.5.600 Configure on Solaris 2.7

I'm running Configure thusly:

PREFIX=/home1/software/perl/devel
./Configure -dsOE -Dprefix=$PREFIX -Doptimize=-xO2 -Duseshrplib
-Uusemymalloc \
            -Duse64bits

And I get the following funny message:

Can't locate File/Basename.pm in @INC (@INC contains:
/home1/software/perl/devel/lib/5.5.660/sun4-solaris
/home1/software/perl/devel/lib/5.5.660
/home1/software/perl/devel/lib/site_perl .) at getverlist line 2.
BEGIN failed--compilation aborted at getverlist line 2.
List of earlier versions to include in @INC?

Configure then stops waiting for me to answer the prompt.  What gives? 
This doesn't happen on a machine running Solaris 2.8.1
