It already supports Mingw (which I have tested) and Cygwin (someone else
has contributed patches).

That is new!

A reasonable idea. I will grab a new Mingw32 distribution and see 
about checking in a GNUmakefile to go alongside Makefile (nmake) and 
makefile.mk (dmake). With a little care that should also allow 
a Mingw32 based cross-compiler (e.g. from Linux) to build Win32 perl.

The downside is now there are three makefiles to maintain - perhaps 
it is time to generate them from a common base ...
