I'd neved heard of this list.  It doesn't seem to be listed at

The Win32 module should be built for both root=win32 and root=cygwin.

(A patched version both of the stuff from libwin32 and the built-in
Win32 XS stuff from win32/win32.c are current available separately for
cygwin, but the changes should be integrated.)
