Three thoughts on this:

1. If you notice that one or more of your distributions aren’t showing on MetaCPAN, I’d first check the CPAN Index, to see whether your distribution has been indexed by PAUSE. You can grab the gzip’d index from https://cpan.org/modules/02packages.details.txt.gz. If your distribution is in there, then if you’ve only recently released it, wait a bit. Otherwise ask the MetaCPAN team to reindex your release. The easiest way to do this is to drop in to the #metacpan channel on IRC
2. Maybe you could change your command-line tool to scan @ARGV and where the same distribution name appears multiple times, ignore all but the most recent / highest version’d release.
3. If there’s an outage / problem somewhere in the CPAN processing pipeline, then best to pick one distribution and retry that with your tool. If the reindexing works, then do the rest in one big batch.
