Hello,
I would like to adopt Artur Bergman's abandoned CPAN distributions,
the most recent releases of which range from 13 to 20 years old:

I first attempted to contact Artur via e-mail in 2012, but received no
reply.  I tried to contact him again in 2020 via Facebook and this
year via LinkedIn, but still have received no reply now 10 years after
my initial try.
From what I can find, it seems that Artur has moved on from Perl a
long time ago, and is now focused on his non-Perl company Fastly:

Also, apparently Artur is now extremely wealthy with a reported net
worth of $219M, so he probably isn't concerned with CPAN any more:

I have recently communicated with Reini Urban, who last released a
development version of one of Artur's modules in 2011:

Reini and I have collaborated together on Perl projects in the past,
and he said he is fully supportive of my attempt to adopt Artur's CPAN
distributions.

Can you please tell me, what is the official process for me to adopt
Artur's CPAN distributions as the primary maintainer, so that I can
fix bugs and release new upgraded versions etc?
