Why is module list not more up-to-date?

Tonight I had occasion to check www.cpan.org's various pages. 
Specifically:  http://www.cpan.org/modules/01modules.index.html

I notice that the timestamp on this page says:

     Fri Nov 18 22:56:49 2005 GMT

... 10 days ago.  And this appears to be the date that my CPAN.pm is 
using as a reference point.

My previous impression was that www.cpan.org would be more up-to-date 
than any other page such as search.cpan.org.  But the latter site lists 
distributions I've uploaded subsequent to Nov 18.

Can anyone say whether this is a temporary anomaly or, OTOH, the normal 
course of things?
