Can't determine system type; Invalid PORT

I'm having no luck installing Bundle::libnet under the CPAN shell. I can't
get any of the initial downloads to work.

I'm running Perl 5.6.0 on MacOS X 10.1.2 on a 400 MHz PowerBook G3 on a DSL
connection behind an OpenBSD/ipf firewall. Under the Proxies tab in Network
Preferences I have 'Use Passive FTP mode (PASV)' checked to accommodate my
firewall configuration. FTP and HTTP uploads/downloads work fine in all my
other such programs.

Has anyone else experienced this? Can anyone shed any light on how to
resolve this problem?

Here are some of the messages I get:
