I was recently involved in an effort to write an application which was 
intended to be a task manager for v1, and evolve into a full project
manager for v2.  It turned out to be Too Hard for us; we needed much
more PM theory and experience behind us than we had, and in the end we
realised that it would take several developer-years to do it Right.

Since we didn't have that sort of time, the project was shelved.  I
think we realised that anything less than near-perfect would be no
better than the other things currently available, eg Keystone etc.

If anyone wants to work on such a project as Ajit describes, I wish them
the best of luck and will throw my weight in and tell you all the stuff
we learnt when we tried, so you don't have to learn it all again for

But I really don't think it's feasible in the sort of timescales we're
looking at.
