The chair doesn't have to write the RFCs or even evaluate them. I
see the chair's main job as refereeing -- saying "hey! we need a
new list for this!". In some ways it's an advantage to have a chair
who *doesn't* have an opinion one way or another on the contentious
technical issues.
If you're still not keen to do it, let me know and I'll take
Stephen Zander up on his offer.
