Ugh.  This causes unnecessary confusion.  If you're going to separate
things in this way, call them perl6-user-announce and
perl6-devel-announce, for $DEITY's sake.

Naming is *really* important. Really really important.  A misnamed list
can cause problems that go on for years.  I've seen it happen, I've
*caused* it to happen, and I've learnt from my experiences.  Please take
my word on this.
