Some random ideas:

1) Open subscription, but people who aren't members of the working
   group have their postings go through a moderator.
2) Open subscription, but it's very easy to get kicked off the list,
   to keep things tightly focused.
3) Each working-group list is mirrored by a non-working-group list.
   Anyone can post to the non-WG list, and the WG members don't
   have any responsibility to read it.  If a WG member sees
   something good in the non-WG list, s/he can forward it to the
   WG list.
