It doesn't have to be restricted. If the lists can be, err, virtualized,
it would suit those folks.

Perhaps a hierarchy of virtual lists. Each working group would have
a parallel virtual list that consolidates the mail from lower level
sub-groups.

Then being subscribed to the virtual list, one doesn't have to follow
the announcements.
