They also provide convenient points to rethink approaches.

Until the real Perl 6 project started, I was planning to use TPC4 as a
good time to turn Topaz into a group project.  Why?  Because I had
promised that Topaz would be able to run simple Perl programs by TPC4,
which itself was a slip of the original TPC3 schedule.

Those dates of TPC[34] weren't inflexible, but they were still helpful.
