I would bet that an important factor in that decision was that
Perl is perceived as 'complex' and Python is perceived as 'simpler than Perl'.

I don't think that's absolutely true, but perceptions don't need to be true
to influence decisions.

I think that, if Perl is to be rewritten, #1 goal should be to break this
nasty and damaging perception.

The first thing to do, in my opinion, is to think what complexities are
possibly or realistically removable from Perl, and if it is really worthwhile
to add any new complexity to the language.
