HP-UX 10.2 Tk install error

I'm trying to install Tk (Tk800.024) but it fails with the text at the end of this e-mail.  I looked and /usr/lib/X11R6 and /usr/lib/X11R6/libX11.2 both exist.   So my question is what am I missing?  Or what am I doing wrong?
