how to compile C libraries with the strawberry toolchain

I'm interested to test Gaal Yahas Perl module:
http://search.cpan.org/~gaal/FFI-1.04/

The module is based on a package called FFCALL
(http://www.haible.de/bruno/packages-ffcall-README.html) that consists
of 4 libraries that helps you to call shared libraries.

I could build it on cygwin. The problem is I cant use the resulting
binaries in strawberry perl. Now that I've seen that there are all the
importent tools and toolchaing delivered by strawberry I'd thind I
wouldn't be that much difficult to compile it with this tools.

Is there a prefered way of doing this? If yes, how is it done. How to
run a 'configure' script for example (there is no bash interepred
delivered)?
