The problem is currently we can't install Test::Harness properly
with CPAN shell. Ways to fix this might be:
* not to distribute Test::SDK on CPAN
* to distribute Test::SDK as another USERID than MSCHWERN so
CPAN shell will ignore it
There may be other solutions.
