Er, see perlhist.  I think Hugo was going to do it, maybe did one
5.9.x development release, but had other obligations.  Rafael actually
did 5.10.0.  And there have been maint pumpkings, but we're currently
without any, so maybe that's not a FAQ.

I think this conflates the monthly release managers of development
releases with the pumpking, who has overall responsibility for getting
even-numbered releases out the door.  Let's not give Jesse any ideas
about "shorter terms" ;-).
