They can. Consider pseudohashes, the base pointers of all evil:
$a = [ \%FIELDS, 1, 2, 3 ];
%$a = (); # clear_hash()
@$a = (); # clear_array()
> "clear_hash" means "clear as a hash" and not "I'd better be a hash
