[COMMIT] infer possible control flow changes

I just committed a patch to jit2h.pl, Op.pm, and OpsFile.pm that
infers what ops may modify control flow, used by the jit to decide
whether to fall through to the next op or jump. (Daniel Grunblatt is
ok with it.) Just FYI.
