IO::Socket::IP - ready for core yet?

Or rather - is core ready for IO::Socket::IP yet?

I had one round of trying to put this in core before 5.16 release, but
it was deemed too close to release. Now that's out the door and we're
working on 5.17, it seems a good time to bring this in again.

Recently I wrote a patch for IO::Socket::SSL so it uses ::IP by
preference for IPv4/IPv6-neutral connections. This seems to be working
fine.

It'd be nice if we could get IO::Socket::IP in core, and start migrating
a few of the core ::INET-using code into ::IP which should hopefully
magically make them support IPv6 as well as v4.

What's required to make this happen?
