Why the version-specific code in B.xs?

Since B is not dual-lived, why does it have to have version-specific
code throughout?  Do we need #if PERL_VERSION >= 9 any more?

Can we just remove those?

The reason I ask is that I have just got it wrong a couple of times,
since B.xs is never tested on older versions.
