And every use of "use utf8".  

And every use of perl -CSAD.  

And every use of PERL_UNICODE=SAD.

If there's something extra and special that everyone everywhere 
has to do everytime for correct behavior, then this is too important
to left up to the programmer to forget.

And if it's a security issue, how can it not be a release stopper?
