Reini qualified his statement as "the authors of all modules that we [presumably cPanel] use" which was on the order of 600-700 out of tens of thousands modules on the CPAN. Since authors of infrequently used modules are as likely to hard-core error messages, I'd say that this is not yet a done deal.
