I agree with Karl here. The assumption that there is a singleton Unicode
are implicit throughout the core's code.

I think it would take an 8 figure sum to change this. Not 7.

Merely a million dollars (or equivalent) would not be enough to establish
and maintain a development organisation with sufficient people of sufficient
calibre to learn the core from scratch, and then figure out what needs
changing (without breaking anything else, and without forcing a standstill
on all other ongoing work), within any meaningfully short timescale.

Hence untenable.
