DAVEM TPF bug-grant report #85

A good week. I managed to iron out the remaining issues with compile-time
qr/(?{...})/ and pushed the work to davem/re_eval; then spent the rest of
the week making good progress on making it work with run-time literals,
i.e. qr/$runtime(?{literal})/.
