Maybe I do not understand the meaning of 'tutorial', but as far as I
know a tutorial is a means the get things going. A starter document.

This would imply that it is not necessary, even not desired, to mention
all bells and whistles. As such, two-arg-open can stay out of a
perlopentut, despite that "It's still there, and with such a frequency".
The tutorial is IIUC not intended to be able to understand all perl
code that you may encounter, it is to get going developing your own
programs.
