When were they merged?  If was after 5.14.0, then the default is that
they sit in blead until 5.16.0 unless they get three votes and a
cherry-pick from blead onto the maint branch.  The policy is described
here:

In the absence of a maint pumpking with the judgment, skill, and time
to evaluate every single commit for release-worthiness, this is the
best we can do.
