I'm sorry, but as far as i am concerned portability cannot be overdone. Even the last full release version of ExtUtils::MakeMaker does not work on most Windows platform combinations due to non-portable assumptions, and despite these issues being fixed in the repo there isn't even a dev release of a working version yet.
