I guess that works if you have a font where ~ is on the same height as
a dash. On my 6x13 fixed width X-font, ~> doesn't look like an arrow at
all. Being an accent, the ~ is high on the line, touching the upper left
corner of the >. (It looks more like "> or a flipped _> than an arrow).

For me, ~> doesn't work as a mnemonic at all.
