It would be a pretty big change for us and becomes a lot more like a
consulting/development program. I'm a little nervous about committing us
to such a scheme.  I suspect I'd be a lot more comfortable with an
initial trial with a concrete proposal from a potential client.

In this scheme, who would be responsible for project management and QA?
Would those folks be paid?  What would the plan be if p5p decided not
to accept a project after it was completed?
