At the time, it seemed like a nice idea, which is why I included it in
Perl::OSType.  But I think for Perl::OSType, I'll remove families.  If
someone chooses to implement Perl::OSFamily (or just use
Devel::CheckOS), that can be done outside core since none of the core
modules need that.

Thank you to everyone who weighed in on this.  It's been good feedback
for why it should be a narrower change that just does the refactoring
and not more.
