When I added the parrot package to the cygwin distro, the worst part
was amongst parrot not being install-aware, porting ICU to cygwin.

I sent some patches to IBM which were looked at after one year, but
then Yaakov found better fixes, and since then the ICU packaging runs
smooth for cygwin. We have a good g++ now, this helps.
Just the libs are huge, almost bigger then whole perl.
