I've whacked the build directory to make sure the smoke area is fresh and 
added the /D switch to nmake so it'll print out what rule it is trying to 
build when it decides that running miniperl.exe before it is built is a 
good idea. Although I did notice one of the Win32 smoke runs decided to 
recreate config.h in the middle of the build like my Linux one has done 
before...
