I just had a cursory look at ActivePerl download statistics for last
month and they seem to be split 75% for 5.10, 20% for 5.8 and 5% for 5.6,
which doesn't support your assumption that more people are using 5.8 than
5.10 (I only have a pie chart, so the numbers are approximate).
On the other hand all "Enterprise" support customers are still running 5.8.x
in production, with a minority evaluating 5.10.1.
That can at least partially be explained by the fact that 5.10 was stuck
at the 5.x.0 release for a long time, which traditionally was not really
a production level release. Given that it was clear that 5.10.1 would
eventually make incompatible changes to the new features (smart-matching,
switch statement), and that the 5.8.x branch contained more recent bug
fixes than 5.10.0 it is not surprising that companies were reluctant
to move to the new version (beyond the normal inertia of big IT operations
in general).
