Removing "SNAPSHOT" documentation from release_managers_guide.pod?

I'd like to yank the SNAPSHOT instructions from the Release Managers
Guide. They clutter the docs a bit and with our modern git infrastructure to 
download an automatic snap of each and every git commit, I'm unconvinced
of their value.

Is there a reason they should stay?
