Since I got exactly 0 feedback I filed a Test-Harness bug here:
http://rt.cpan.org/Public/Bug/Display.html?id=47890
The bug report tracks down the code change responsible for this
behavior and suggests that it be reverted.

It is an intentional change in Test-Harness 3.0 (or at least a side-
effect of an intentional change). I would prefer to see this change
reverted because I don't think it is actually useful, but nobody else
seemed to care (so far).
