Definitions of sanity vary :-).  On VMS I now see the following
failure.  As far as I can tell there really are 18 lines in the
gunzipped text file.  I don't know what is telling it that there
should be 10755 lines (or why).

 contains only 18 lines!

Can't call method "is_uptodate" without a package or object reference
at /perl_root/lib/CPANPLUS/Module.pm line 680.
