lost.  If you want to continue to, yet again, discuss the details of
compatibility please change the subject.]

We had consensus that given/when should return its last evaluated expression.
 This is Good and Useful and gives us a more powerful and cleaner ternary op
and doesn't have any real world compatibility issues (since given/when is so
new).  So if someone wants to whack up a patch that would be good.

The rest of the loop structures might be useful, but many of them are better
served by map or List::Util and there's a vague compatibility issue.
