We don't want to have more core modules - we want to have less, if possible. One core module to achieve one thing is enough or already one too much. You should break from the idea that useful and quasi-standard modules should go into core. Only modules that are needed to install CPAN modules should really be in core. And the way to establish a quasi-standard is not by putting it into core, but by making it the best module, and advertise it where appropriate (prime example: DBI).
