	* Configure, cygwin/Makefile.SHs, MANIFEST, installperl, Makefile.SH,
        lib/ExtUtils/CBuilder/Platform/cygwin.pm, lib/ExtUtils/t/Embed.t:
	Cygwin build harmonization. remove cygwin/Makefile.SHs, use LIBPERL
	for the shared lib, add importlib.

Now there's only os2/Makefile.SHs left.
Naming the libperl dll can now be done as with all other platforms:
Policy.sh or Configure prompt
