The META.yml of Sys-Syslog-0.26 has still the version 0.25.

I see that Makefile.PL explicitely defines NO_META=>1, so the
distribution builder has to be careful to update the version manually in
the META.yml. I have a similar problem in the Tk-Pod distribution and
solve it by extra checks in the Makefile.PL. See
