Being a long-time module maintainer on CPAN I do have to say that RT 
with its current unreliableness (is that a proper word?) has made my 
life harder. Before RT I could be sure that all bug reports would reach 
me, either via direct mail or via the modules mailing list. They would 
be there, in my mailbox, and even when I could not immediately fix the 
bug I could answer and provide work-arounds.

With RT I have to actively look there, which I tend to forget, so bug 
reports and change requests posted there don't get answered for a long time.

So yes, RTs existence has reduced the service level for my modules 
instead of improving it.
