The usual null-list recipient when RT Bccs mail is "___ROLE___ of Ticket
#1234"; or somesuch. If it's acutally undisclosed-recipients, that
suggests a local config change.

(all of this is "by default")

If the rule were set up to be sending only to you, it would. But if it's
to you and all the other people who get copies of bugs from the perl5
queue, by default it BCCs everyone. This is actually somewhat
operationally important, as replying to such a message with everyone in
the To: line would move the discussion to private mail and replies might
not be logged. which would rather defeat the purpose.

My _personal_ feelings are that blackholing mail because you're not in
the To: line is a little bit overzealous. But that's me personally and
the system can be configured to do something else if the community wills
it ;)
