In RT, there's a difference between private comment - which are  
designed _not_ to be sent to the requestor. They're for internal  
discussion. Most RT systems are configured such that nobody outside  
the team using RT can even see that a comment was made. There's a  
separate concept called "reply" or "correspond" which should always be  
sent to the requestor.

But all that's configurable. If people want and rt.perl.org's admins  
are willing, comments can be sent to the requestor or entirely hidden  
away such that privileged users can't even "comment" anymore.

That's a local change for perl.org. Out of the box, RT attaches  
attachments to outgoing mail.
