I discussed this with Sam on IRC and it's quite possible but it would
break everyone's current clones of the repository. Personally I think
it's worth it to impose a little annoyance now before it goes live
than having to deal with it for all eternity, and I thought I'd bump
this issue since the git repository is presumably going live soon.

Are we willing to switch changelogs to UTF-8 before the conversion?

(Tangent) I came across some Debian lint output [1] that lists perl as
not having a UTF-8 changelog file (probably being used as-is)  which
is one example of this causing annoyances upstream.
