This appears to be only an mainframe emulator without any OS at all, but
if somebody known how to set it up, has used it to test Perl 5.

Also from what previous messages on p5p: The only one doing testing on 
EBCDIC is Chun Bing Ge, but that doesn't happen in a very structure 
way, and nobody else has access to test accounts or something like that.
